    In an effort to combat the increasing threats of piracy and maritime crime in Asian waters, the ReCAAP Information Sharing Centre (ISC) collaborated with the Philippine Coast Guard (PCG) to organize a significant five-day Capacity Building Senior Officers’ Meeting (CBSOM) in Manila, Philippines. Held from June 22 to 26, 2026, this event brought together senior officers from maritime law enforcement and regulatory agencies across 15 ReCAAP Focal Points, alongside representatives from the Malaysian Maritime Enforcement Agency and Indonesian Marine and Air Police, highlighting a united front against maritime lawlessness.

    A Collaborative Gathering of Maritime Authorities

    The CBSOM served not just as a meeting but as a vital platform for discussion among influential maritime authorities. Senior officers from countries as diverse as Australia, Bangladesh, India, and Vietnam participated, fostering an environment of cooperation and shared learning. The inclusion of representatives from the Philippine Ports Authority and local ship management companies also emphasized the comprehensive approach being taken to bolster maritime security.

    Addressing Rising Threats: Key Discussions

    During the CBSOM, a range of pressing topics were tackled concerning the mitigation of piracy and sea robbery. Among the key discussions were:

    • Joint Patrols and Enforcement Mechanisms: Participants focused on cooperative frameworks that could enhance joint patrols between states, aiming to establish a more robust enforcement presence in regional waters.

    • Best Practices for Incident Reporting: The meeting provided an opportunity to share best practices and templates for effectively reporting incidents of armed robbery against ships. This dialogue is crucial for ensuring consistent and prompt responses to maritime crimes.

    • Legal Frameworks for Effective Prosecution: A significant focus was placed on adopting international frameworks while simultaneously reforming domestic laws. This dual approach is essential for improving the prosecution and deterrence of maritime criminals, ensuring that those who engage in piracy are held accountable.

    Enhancing Coordination and Awareness

    An important element of the CBSOM was the on-site visits, including a tour of the National Maritime Center. This facility is at the forefront of the Philippines’ efforts to enhance information sharing and maritime domain awareness. Participants observed how the center coordinates multi-agency responses to maritime incidents—an essential aspect of building a unified law enforcement approach.

    The participants also had the opportunity to tour the PCG vessel, BRP Teresa Magbanua, which showcased the operational capabilities and law enforcement procedures of the Philippine Coast Guard. This firsthand experience allowed attendees to appreciate the practical applications of the strategies discussed during the meeting.

    Voices from the Leaders

    Ms. Wan Fei Fei, Deputy Director of the ReCAAP ISC, remarked on the importance of a multi-agency approach based on strong legal frameworks. She stated, “An integrated multiagency approach anchored in strong legal frameworks, as well as good cooperation between the shipping industry and law enforcement agencies, will ensure an effective and unified response to combating piracy and armed robbery against ships.” Her words resonate with the collective vision of the attendees for a safer maritime environment.

    Admiral Ronnie Gil Gavan, the Commandant of the Philippine Coast Guard and Chairperson of the ReCAAP ISC Governing Council, also underscored the significance of this collaboration. He affirmed that over the years, ReCAAP ISC has been pivotal in bolstering regional cooperation by facilitating the sharing of verified incident reports and analytical insights. He vowed that the Philippines, as the ReCAAP Focal Point, would continue to actively support capacity-building activities within the region.

    The Path Forward

    The CBSOM has reaffirmed the commitment of participating nations to foster mutual trust and strengthen collaborative efforts against transnational maritime crimes. By pooling knowledge, resources, and strategies, the meeting signifies a proactive approach to safeguarding maritime routes against piracy and sea robbery.
