Norwegian and Japanese Geotechnical Firms Forge Offshore Wind Partnership

The Norwegian Geotechnical Institute (NGI) and Japan’s OYO Corporation have signed a memorandum of understanding (MoU) to collaborate on offshore wind projects, research, and knowledge sharing, marking a significant step in NGI’s expansion into the Japanese offshore wind market.

The formal agreement was signed on June 3 at the Japan-Norway Ocean Future Forum in Tokyo. Noel Boylan, Managing Director of NGI in Perth, and Tsukasa Endo, Executive Officer for the Energy Business Division at OYO, represented their respective organizations. This MoU symbolizes a strengthening of ties between the two entities, aimed at advancing offshore wind initiatives in Japan.

As part of the collaboration, NGI and OYO will blend their respective strengths: OYO brings a wealth of experience in offshore site investigations and deep local market knowledge, while NGI contributes its expertise in offshore geotechnical engineering and design. This unique combination aims to enhance the efficiency and viability of offshore wind projects in the region.

The cooperation is set to encompass a wide array of activities, including site characterization, seismic and geohazard assessments, advanced laboratory testing, and foundation design for offshore wind projects, particularly focusing on floating wind developments. The alliance also aspires to engage in joint research efforts and produce scholarly publications that contribute to the broader body of knowledge in this burgeoning sector.

According to NGI, this agreement not only formalizes an existing productive relationship but also lays the groundwork for upcoming joint projects scheduled for the near future. Further enriching this collaboration is the anticipated exchange of technical expertise and insights, with OYO planning a visit to NGI’s office and laboratory facilities in Perth. This visit follows a recent trip by NGI representatives to Japan, emphasizing an ongoing commitment to knowledge sharing and technical cooperation.

Noel Boylan expressed enthusiasm about the partnership, stating, “NGI and OYO have already built a strong working relationship, and this MoU formalizes a cooperation we’re keen to deepen.” His sentiment underscores the mutual respect and shared vision between the two organizations, which both recognize the importance of offshore wind development in addressing global energy challenges.

Established in 1954, OYO Corporation stands tall as one of Japan’s largest geoscience and geo-engineering consulting companies. With its robust track record in site investigation for the country’s offshore wind sector, OYO is well-positioned to support this venture. NGI anticipates that this partnership may expand beyond Japan, exploring additional opportunities in offshore wind and related fields as the two companies continue to innovate and collaborate.
