    The Framework for Nuclear Innovation

    The Memorandum establishes a collaborative framework to test and deploy SMR technology for powering commercial cargo vessels, port infrastructure, and other maritime equipment. This initiative marks a significant step toward modernizing the energy sources utilized in the maritime industry while also enhancing overall operational efficiency.

    Under this partnership, the Port of Long Beach and MARAD will work alongside other federal bodies, including the U.S. Coast Guard, the Department of Energy, and the Nuclear Regulatory Commission. With the port currently facilitating $300 billion in cargo annually and supporting 2.7 million American jobs, the implications of this initiative are vast.

    Aligning with National Goals

    Frank Colonna, President of the Long Beach Board of Harbour Commissioners, notes that pursuing alternative energy sources is consistent with the port’s rich history of showcasing innovative technology while effectively supporting the goods movement industry.

    Maritime Administrator Stephen M. Carmel has highlighted that this endeavor aligns with broader national objectives aimed at revitalizing U.S. shipbuilding and securing energy independence. The active testing of SMR technology is poised to fortify supply chain resilience during national emergencies, as well as provide training for highly skilled American mariners.

    Prior Initiatives and Industry Collaboration

    This partnership builds upon a May 7, 2026, Request for Information published by MARAD, which aimed to gather industry input on scalable, U.S.-manufactured SMRs for marine transport. It also complements an existing lease agreement between the Port of Long Beach and American technology firm BlueCore Energy Inc. This agreement will allow BlueCore to utilize port facilities for assembling, testing, and storing maritime power modules.

    The push for clean energy technologies comes at a pivotal moment, as the Port of Long Beach anticipates a substantial rise in electricity demand to meet its goal of doubling container volume by 2050.

    Supporting Military Readiness

    In addition to its commercial operations, the Port of Long Beach is one of 18 designated U.S. Commercial Strategic Seaports, essential for supporting military readiness. It also serves as the home port for two MARAD Ready Reserve vessels: the S.S. Cape Island and S.S. Curtiss. This dual role as a commercial and military logistics hub further enhances the significance of the Port’s nuclear energy initiatives.
