Gasunie Issues Tender for 10-Year Offshore Wind Power Agreement in the Netherlands

Gasunie Launches Tender for Offshore Wind Power Purchase Agreement

In a significant move towards sustainability, Dutch gas infrastructure company Gasunie has issued a public tender aimed at securing a long-term Power Purchase Agreement (PPA) with a new offshore wind farm. This initiative aligns with Gasunie’s ambitious target of sourcing 40% of its energy from carbon-free sources by 2030, marking a step forward in the transition to a greener energy landscape.

    Key Objectives of the Tender

Through this tender, Gasunie is seeking to procure 40 megawatts (MW) of energy capacity from an upcoming offshore wind project. The agreement will span a duration of ten years, beginning on either January 1, 2029, or January 1, 2030. This timeline reflects the company’s proactive approach to meet its long-term energy goals while fostering the growth of renewable energy resources in the Netherlands.

    Requirements for Energy Delivery

One of the crucial aspects of the PPA is the requirement for the electricity to be physically delivered with corresponding and traceable Guarantees of Origin (GoOs). This ensures that the energy sourced is verifiably renewable, thus supporting Gasunie’s commitment to sustainability. The integration of GoOs into the agreement emphasizes the importance of transparency in energy sourcing, which is vital for regulatory compliance and consumer trust.

    Flexible Capacity Options

In addition to the primary capacity requirement, the tender includes two options for capacity increases. The first option allows for an additional 10 MW from the contract’s commencement until 2036, potentially extending beyond that timeframe. This expansion is contingent upon a final investment decision (FID) on the associated EemsEnergyTerminal project, which is expected in the first half of 2027. This adaptability reflects Gasunie’s strategic planning in accommodating future energy demands and infrastructure developments.

    LNG Import Terminal Background

To provide context, the LNG import terminal located in Eemshaven has been operational since September 2022. Initially contracted for a five-year period, there has been a recent conditional investment decision (cFID) by Gasunie and its partner Vopak to extend the operation of the LNG terminal beyond 2027. This extension showcases the company’s ongoing commitment to balancing LNG supply with renewable energy initiatives, aligning traditional energy sources with innovative sustainable practices.

    Second Capacity Increase Option

The second capacity increase option available for bidders in this offshore wind PPA tender allows for an additional boost of up to 10 MW during the contract’s lifespan. This can be facilitated through mutual agreement, providing flexibility to adapt to any energy needs that may arise as Gasunie progresses toward its carbon-free energy goals. This feature enhances the attractiveness of the tender by accommodating unforeseen circumstances while still maintaining the company’s sustainability focus.

    Contract Award Criteria

Contracts under this tender will be awarded based on the lowest all-in price for electricity and GoOs. This approach encourages competitive bidding among offshore wind developers, aiming to secure the most economical and sustainable energy solutions for Gasunie. The focus on cost-effectiveness not only benefits Gasunie but also contributes to the broader objective of making renewable energy more accessible and viable in the market.

    Timeline for Bids

The deadline for submitting bids in response to this tender is set for 11:00 CET on September 30, 2026. Additionally, interested parties can request further information until September 4, 2026. This timeline provides prospective bidders ample opportunity to prepare compelling proposals that align with Gasunie’s objectives, promoting active participation in the transition to renewable energy.

    A Spotlight on Renewables

Gasunie’s latest tender signifies a pivotal moment in the Dutch energy sector’s shift toward renewable sources. By focusing on offshore wind energy, the company not only aims to fulfill its sustainability targets but also plays a vital role in bolstering the overall renewable energy infrastructure in the region. As the world shifts towards greener energy solutions, initiatives like Gasunie’s tender are essential in paving the way for a sustainable energy future.
