CNOOC’s Trailblazing Floating Wind Power in the South China Sea
The China National Offshore Oil Corporation (CNOOC) has made a significant leap in renewable energy by commencing operations on a 16 MW floating wind platform in the South China Sea. This cutting-edge unit is now supplying electricity to the Lufeng oilfield grid, representing a substantial effort to integrate green energy into the traditionally fossil fuel-dominated offshore sector.
A Glimpse at the Haiyou Anlan
The newly operational platform, known as Haiyou Anlan, is part of CNOOC’s ambitious expansion into deepwater offshore wind technology. This follows the earlier deployment of the Haiyou Guanlan, a 7.25 MW platform that began providing power to the Wenchang oilfield in 2023. The Haiyou Anlan platform was strategically positioned in the Pearl River Mouth Basin, located an impressive 136 kilometers offshore.
Technical Specifications
Standing at a total height of over 307 meters and weighing approximately 7,800 tons, the Haiyou Anlan is an engineering marvel. Coupled with a 4.3-kilometer subsea cable, this floating wind turbine is expected to generate around 54 million kWh annually. Its robust design, featuring a tension-leg platform (TLP) foundation, makes it capable of withstanding severe offshore conditions, including typhoons with sustained wind speeds reaching up to 220 kilometers per hour.
Environmental Impact and Sustainability Measures
CNOOC aims to elevate sustainability initiatives through this project by reducing the Lufeng oilfield’s dependency on conventional fuel-based power generation. The transition to wind energy is projected to save approximately 15,000 cubic meters of fuel oil annually and cut carbon dioxide emissions by around 35,000 tons. This focus on renewable energy signals a pivotal shift in energy production methods in an industry often scrutinized for its environmental impact.
Complementing Existing Infrastructure
Notably, CNOOC is not just relying on floating wind power. Project Development Journey
The Haiyou Anlan platform left Zhuhai’s Gaolan Port on June 28 after successful integration and testing. It was then expertly installed at the Lufeng oilfield, marking a significant milestone in CNOOC’s ongoing commitment to innovation in offshore energy generation.

The broader project at the Lufeng oilfield, located in the Pearl River Mouth Basin, combines two drilling and production platforms with a state-of-the-art subsea production system. The flagship facility, the Lufeng 15-1 jacket Haiji-1, is an impressive structure that stands 302 meters tall and weighs 30,000 tons. This extensive setup is a testament to the scale and complexity of CNOOC’s offshore projects.
Future Expansion and Developments
In its quest to innovate and diversify its energy portfolio, CNOOC is also heavily investing in expansion projects. A recent major initiative features 19 offshore platforms coupled with a floating production, storage, and offloading (FPSO) vessel, further showcasing the company’s ambition to augment its existing operations and explore new segments in energy generation.
